I think it is a very good tool for rigging and animating bird wing feathers.
I’d like to know if I can use this tool to make the bird wing folds work smoothly.

Existing controls should be enough in most cases.
However according to wing type or folding complexity, you may need to add extra modification on rig (like adding blendshape to control surface).
I have not got any comment or complaint about this that. still, can not guarantee if you would need modifications or not .
In any case rigs structure is clean and simple as possible and adding extra system should be ok if you have mid or senior rigging skills.
